They don't totally hibernate. But usually in the early spring they start to get active. The warmer the weather, the more active they become.

A:
I would say Early spring or Fall when it is not overly hot! Mosquitos in the swamp are terrible during the hot season. They do Christmas lights in December that is nice too.
